Town of Brookfield Meeting Minutes Week of November 5, 2000 The regular meeting of the Town Board was held on Wednesday, November 8, 2000 in the Erich Gnant Room of the Town Hall, 645 N Janacek Road, Brookfield, WI. Chairman Keith Henderson called the meeting to order at 8:15 p.m. with the following people present: Supervisors: Carol Johnson, Keith Harenda Jeffrey Timm and Leo Talsky, Attorney James Hammes, Administrator Richard Schultz, Building Inspector Gary Lake and the Town Clerk to record the minutes. MEETING NOTICE VERIFICATION The Clerk reported that notice of this meeting was faxed to the newspapers and posted at the Town Hall on November 3, 2000. The Police Department posted the notice on November 7, 2000 on the bulletin board located at Woelfel Road & Wisconsin Avenue, Davidson Road, Mayrose Boulevard, Weyer Road and Marx Park. MINUTES Supervisor Timm moved to dispense with the reading of the minutes of the September 20, 2000 Town Board meeting and approve them as presented, seconded by Supervisor Johnson, voted on, carried unanimously. Supervisor Johnson moved to dispense with the reading of the minutes of the October 3, 2000 Town Board meeting and approve them as presented, seconded by Supervisor Timm, voted on, carried unanimously. PUBLIC COMMENT Chairman Henderson commented that the population of 6,297 and a voter turnout of 4,041 we need to watch when the census figures come out. CONVENTION AND VISITORS BUREAU 2001 BUDGET REPORT Sam Rosso Executive Director presented the budget and explained some of the changes such as the rent was inflated because the figure contained amount for additional office space. Brochures will include production of two seasonal visitor guides, direct mail and other promotional pieces. Print media increase because of ad placements and marketing strategies and billboards will be a one year expense for two billboard reprints. Survey/Feasibility/Studies for proposed market & feasibility study and additional meeting and convention space. Travel and entertainment to increase sales efforts they will need to make sales calls to the feeder market. Chairman Henderson said that last year the budget included $50,000 for the contingency fund and nothing has been budget for this year. Mr.Rosso said that the balance of this years budget would be hefty because there was no director for six months and other areas of the budget were not spent without the director. Chairman Henderson thanked Mr. Rosso and wished the Bureau the best of luck. SIGN ORDINANCE REQUEST BY STEVE ITSINES Supervisor Talsky moved to have the Town Board adopt a resolution to Arthur Labros encouraging him to include all tenants of his development on the new signage that he has installed, seconded by Supervisor Harenda, voted on, carried unanimously. The Town Board also made the recommendation to the Architectural Control Committee that when reviewing the proposals for new signage to a development that they encourage that all tenants have the option to be included on the signage. APPOINTMENT OF TREE BOARD MEMBERS Supervisor Johnson moved to appoint to the Tree Board the following: Sandy Nitka The motion was seconded by Supervisor Talsky, voted on, carried unanimously. APPOINTMENT OF SMPIC MEMBER Supervisor Johnson moved to table until the next meeting the appointment of the SMPIC member, seconded by Supervisor Timm, voted on, carried unanimously. BARKER ROAD SPEED LIMIT Supervisor Timm said that with the Greenfield Road expansion nearing completion and with what has been done at the intersection of Barker Road and Greenfield Road the speed is only going to get worse. There have been letters sent with no response. Supervisor Harenda suggest that someone get in touch with the County Board representative for the area and see if they could help in getting something done. Supervisor Timm said he would contact the person. RIGHT-OF-WAY ACQUISITION PROVIDER Supervisor Johnson moved to approve Ayers Associates proposal of $17,000.00 to provide Real Estate Services relative to the Brookfield Road reconstruction project, for the purpose of right-of-way acquisition, seconded by Supervisor Timm, voted on, carried unanimously. SPEED LIMIT ORDINANCE FOR BROOKFIELD ROAD Supervisor Johnson moved to adopt the amended Ordinance 7.03 to reduce the speed limit on Brookfield Road to 30 mph, seconded by Supervisor Timm, voted on, carried unanimously. PLAN COMMISSION RECOMMENDATIONS FINAL APPROVAL OF REDEVELOPMENT AT 21005 GUMINA ROAD Supervisor Talsky moved to approve final approval of a 10,000 square foot redevelopment at 21005 Gumina Road subject to the following Plan Commission recommendations:
Commissioner Burbach added a friendly amendment that the option be open for alternatives other than spandrel glass for the windows. The motion was seconded by Supervisor Harenda, voted on, carried unanimously. REZONE FOR BROOKSIDE CHEVROLET Supervisor Johnson moved to deny the rezone of the land west of Brookside Chevrolet at 20445 W. Capitol Drive from T-1 and C-1 to B-2 and C-1, seconded by Supervisor Talsky, voted on, carried unanimously. WAUKESHA COUNTY LAND USE RESOLUTION Supervisor Johnson moved to approve the Resolution Supporting the Recommendations Waukesha County Land Development Workgroup, seconded by Supervisor Timm, voted on, carried unanimously. WAUKESHA COUNTY COOPERATION COUNCIL MEETING Chairman Henderson said that he attended the meeting on October 30, 2000 and wanted the make the board members aware of a few items that were discussed. The trunked radio system has been installed and they are testing it, we will not receive an invoice for the year 2000 because nothing was up and running. The normal invoice will be issued on January 31, 2001 for the 2001 year and then in 2002 they will bill twice for 2000 and 2002. Administrator Schultz said he would check into that because he thinks we may have already been billed and paid for 2000. The Shared Dispatch fee will be the same flat base fee to each community regardless of size and then a variable charge based on either activity, population or something. The other question is the governance of the shared dispatch. Since you have thirty-seven municipalities involved how do you form the group to govern it, because this will be a separate entity, they are looking for suggestions. BUSINESS CONTINUITY PLAN Chairman Henderson will write a letter to the Waukesha County Treasurer and explain that we can not commit our facility at this time due to the building project the Town is undertaking but, after that if would be used with an agreed appropriate rental fee. EMPLOYEE DEDUCTIBLES/CO-INSURANCE REIMBURSEMENT Supervisor Johnson moved to approve for fiscal year 2000, reimbursement of $250.00 per employee with health insurance through the Towns contract, for out of pocket expenses for deductibles/co-insurance because this will take the Town through the end of the union contract. The motion was seconded by Supervisor Timm, voted on, carried unanimously. BUDGET REVIEW AND SET PUBLIC HEARING DATE Supervisor Johnson moved to set the Budget Public Hearing date for Friday, December 1, 2000 at 7:00 p.m., seconded by Supervisor Timm, voted on, carried unanimously. BARTENDER LICENSES Supervisor Harenda moved to approve a bartender license for David J. Cleppe at Speedway Inn, seconded by Supervisor Timm, voted on, and carried unanimously. Commissioner Johnson moved to postponed the remainder of the agenda until the next meeting and adjourn the meeting, seconded by Supervisor Timm, voted on, carried unanimously.
